It is perfectly acceptable pto say "happy Halloween" during Halloween time. People aren't complaining that it might offend people who for various reasons don't celebrate Halloween. However there is controversy about saying "merry Christmas".

The controversy is NOT that some people may not celebrate Christmas. The controversy is because some people think of Christmas as a very religious tradition that they want to hold on to by saying Christmas instead of Holidays.
