Does the fan in the wall or ceiling vent of a bathroom blow air in or out?

Out.

It's ventilation. It blows the "bad air" out.

Since bad air is "bad", so the fan vents it OUT.

The "exhaust" fan in bathrooms suck air out of the room.
This is to remove steam which may cause mould and also various unpleasant odours.
Air rushes in through the window and under the door to take the place of the air sucked out of the room.

Many people around where I live call it the "fart fan'.....

It was often called the "shower fan" as I was growing up.

IT sucks air out

I know because we had our pipes redone and the plumbers left the overflow drain open on our bathtub. Boy did it get cold in there with the fan on until we covered it up. It would suck in cold air through that hole from under the house.

It is meant to suck the moist air out. Had mine break recently. Mold started to accumulate in the bathroom very quickly after that. Tiles, walls, ceiling, all showing signs of mold. Replaced the fan, and had to clean every inch of the bathroom with bleach.

I've just replaced my bathroom fan. I've now got a "whisper quiet" one. It's so whisper quiet I can't tell if it's actually working or not.
