You may be interested to know that there already is a black market for tobacco, arising just because there are different tax regimes around the world. There are signs it is considerably larger than the market for illegal drugs.

Tobacco is tax free on reservations and military bases.
It is also cheaper if you buy whole leaf, you can get a pound of it starting around $20.

Natural loose leaf tobacco is almost entirely different from the cigarettes most people gravitate to.

These days I gamble with perhaps 5% of my lungs at most since I enjoy cannabis minus most of the plant matter. I can easily offset the cost that cost riding bikes

Sure, tobacco is bad for me but so is the day job that oh so many people say is absolutely necessary for my health. I don't believe for a second people who criticize me for smoking actually care about my health, they're just offloading stress on me.

The majority of illegal drugs are resold under different names as legal drugs.
