What are the criteria for determining what specific WP discussion threads go into the 'Active Discussions' sections?

The 'Active Discussions' section seems to either point-out currently active discussions, or newly trending discussions; which may have been (up until very recently) not so active discussions.

It's interesting to note newly active (newly trending) discussions.

I preferred the previous format, when the latest newly created threads were highlighted in that location. It gave them a chance to be noticed and attract a response or two. I think it was replaced by the current format in the big Autumn 2014 relaunch.
