Midland, Texas, especially if you're not religious.
Nearly everyone there goes to church every Sunday.
It's a 5 hour drive to the nearest big metro area. There's only about 250,000 people in this metro. Flights out of the airport are very expensive and often fully booked.
Cost of living is comparable to California without any of the benefits of living in California like beaches, mountains, good food, etc.
It's a depressing desert landscape everywhere as far as the eyes can see.
That must sound awful.
Oil boom is the reason why Midland Texas is probably so expensive.

Why Alabama and Mississippi? and why do you compare it to Saudi Arabia, China, North Korea, etc?
Probably something to do with being from Texas. I would add Honduras and Democratic Republic of the Congo to the list. Maybe Venezuela (only S. American country I would include).

The first place that comes to mind is North Korea. It's hard to actually know (because of how much propaganda there is involved in it), but it doesn't seem to me like most people in China live in even nearly as bad conditions as most people in North Korea. Same goes for Iran (though their situation under the current sanctions seems to have worsened considerably, and the country's regime is certainly not helping with that).
I think what's most striking about North Korea and Venezuela, and maybe no other country, is that the conditions for the population in general in those countries can be so appalling despite not being / having been involved in military conflict now or in the recent past. The weirdest thing about Venezuela is that it was a bona-fide rich country not that long ago. It goes to show how there's no limit to the damage that self-serving politics can do.
