It's very unlikely to happen but if it did the dictator could tell the people they're still free. Anyone who publicly disagrees would quitely disappear.

Read the Southern Victory series by Harry Turtledove. It shows a fairly well-written scenario where the Confederacy wins the Civil War and evolves into a clone of Nazi Germany by the 1930s while the Union turns into a USSR clone by then. If Trump tries even a fraction of what happened here he would almost certainly be impeached on the spot. Hence why I can’t imagine America officially turning into a dictatorship (although it’s safe to say the industrial-military complex has kind of ran the show for decades).
