Basically in extreme laymans terms because of a neuronal migration failure the group of vertical mini columns that make up the cortex are narrower and numerically greater than in NTs.
Sadly more is less as being more densly packed the insulation between them is less. This causes a message intended for one minicolumn to end up in another, (a bit like a short circuit). This causes the sensory overload symptoms seen in ASD. It also leads to the bulk of core asd symptoms inc social problems.
Actually the above-mentioned differences in the structure of the cerebral cortex are far from the only differences between autistic brains and NT brains. (For example, some research has also found differences in the cerebellum.) As for precisely how these brain differences result in sensory sensitivities and/or social disability, there are many hypotheses regarding that; the explanation you mentioned above is just one of these hypotheses.

An implant would have to have an awfully large surface area in order to interface directly with more than a very small portion of the brain. So,
if the cause of epilepsy can be isolated to a very small portion of the brain, then an implant is reasonable to consider as a possible cure for epilepsy. But autism involves the entire brain, so it's very unlikely that an implant could ever serve as a total "cure" for autism.
