Vermont Democrat lawmaker introduces bill to ban cellphones for people under 21

A Vermont state senator looking to make a point about cellphone use is calling for people under the age of 21 to face $1,000 fines and jail time if they are caught using the devices.

Sen. John Rodgers, a Democrat, has introduced a bill to the state legislature that would ban cellphones for anybody under the legal drinking age.

"In light of the dangerous and life-threatening consequences of cellphone use by young people, it is clear that persons under 21 years of age are not developmentally mature enough to safely possess them," the bill says.

The bill says such a ban would be justified because the “General Assembly has concluded that persons under 21 years of age are not mature enough to possess firearms, smoke cigarettes or consume alcohol,”

If they get in an accident, help may be delayed if they don't have a cell phone to call on.

Yea I read about this in the local news,man am I glad I moved away from Vermont.It's not likely to pass the state legislature,even the guy who sponsored the bill doesn't think it will pass.

Vermont can be a most bizarre place.

Only while driving (persons caught talking, texting or taking selfies while operating a vehicle will have all driving privileges suspended until their 21st birthday. A second offense will result in permanent suspension of all driving privileges suspended for life. Anyone under that age that is using a mobile phone and causes an accident, whether at fault or otherwise, will also have all driving privileges suspended for life.) If at work ( and I’m their supervisor, immediate termination of employment, and will be reported to the school district and the state to have their work permit revoked), or in school(including transportation on a school bus owned by or contracted out by the school district. Any student caught having a phone in their possession will have that phone confiscated and destroyed, and face detention for the rest of the school term for the first offense, and expulsion for the second offense).

I remember reading about (alleged) city, state and federal representative proposing bills to ban Rock & Roll, miniskirts, bralessness, motorcycles, teaching evolution, interracial marriage, the manufacture/transport/sale of alcohol, The Pill, cable TV, LGBT-themed literature and media productions, calculators in the classroom, visibly pregnant women in public, video games, Dungeons & Dragons, comic books, protest marches, fast food, and many other things that didn't harm anyone but that certain people simply did not like.

Now look at what we have today.

I don't think they should be banned, especially under an age as old as 21. But I don't agree with children having their own mobile phones until they're at least 14. It seems a lot of children as young as 6 prefer to be playing with their phone than with toys. I believe phones are for adults and teenagers.

I don't like cell phones or many other bits of modern life...synthetic fabrics, transistor radios, televisions, push-button telephones.

But that doesn't mean they should be banned. A cell phone has been rather handy. Besides, when kids go to college at 18, are they to be phone-less in the business world? What if they go from high school directly into the workplace?

No. The current infrastructure demands a phone be used.

I think, however, drivers caught texting should have the option of having their phone confiscated and destroyed, or being flogged six lashes on the spot by the policeman making the arrest. They are not intoxicated; they are entitled, and they've nearly destroyed my old car and killed me too many times for me to feel a lot of sympathy for the poor, busy, Candy-Crush-playing motorist.

These days there are not many pay phones

When driver's under 21 crash cars, without a cell phone they are stranded. Strangers might not let use their phone

If there were enough pay phones, cell phones would not be so necessary

Only doctors and drug dealers should have cell phones

Cell phones aren't going anywhere anytime soon, and no such ban is going to work. What's needed is a functional and well-developed etiquette surrounding their use.

I live in Vermont & this is the 1st I hear about this. I'm much more of a democrat than a republican but I do not consider myself a dem. I'm a progressive or socialist. I do NOT support this bill & think that dem should be worrying about more critical stuff that he can actually have a shot of changing.

I agree besides cell phones are handy for parents to keep an eye on their kids. The parents can call their kids when their kids are at extracurricular functions or whatever. If the kid is running late from something, the parents can just call em & find out what's going on instead of worrying something majorly bad happened to their kid. The parents can also keep track of their kids by the GPS features on the phone.

I have no problem with such a ban. I also think young drivers need to lose driving privileges when they clearly are too immature to be responsible.


That said, I've seen irresponsible driving and cell phone use by people far older than 21, and I think they should lose driving privileges as well if they are on a phone, texting, speeding or driving under any form of influence. If their irresponsible behavior causes accidents where others are harmed or worse, the idiots should receive a very harsh prison sentence in addition. There is no excuse for it pure and simple.

I honestly think a lot of the under 21 crowd are too immature to drive with or without cellphone. I would be very okay with banning teens from driving, and I'm very glad that we don't allow 16 year-olds to drive here, but teens aged 18 and 19 are often too young for the responsibility too.
