I bought a used desktop recently to run some Win 7 software, and usually toggled it to "sleep" and back. Recently, we had a power failure and I did a full shutdown before the UPS ran out, AFAIR. However, I changed the mouse to a gaming type before I re-booted, and ever since, it has complained about some mysterious change preventing a boot up, and no mouse makes it happy, although it happily responds to any of them for selecting items in troubleshooting. Any ideas? F12 just gets me the same options.

I'm no guru, but when I used to screw up in win 7 I would either restart at last restore point, and if that didn't work I'd delete the last restore point and restart at previous (occasionally it meant I had to reinstall a program).
Through trial and error over the years I'm much better with computers now haha.
