No, they were serious. I don’t think they used the word “glory hole.” The official wording was “use of barriers,” or something like that - but they were dead serious. I think I recall there was a similar recommendation in the UK or Australia or something.

I would imagine some people, having met on line, would arrange to undergo a quarantine protocol similar to what's required for somebody wishing to return from travel to a foreign country. Without going into detail, it should be possible to prove one is virus-free but it would take a week or two, depending on how much time you believe is needed after exposure to test positive.
I could see some people deciding to make such an arrangement then having quite an enjoyable time counting down the days.
Or would this not be sufficiently casual to qualify as "casual sex"?

It's more similar to how things work in the escort community. The escort runs a criminal background check on you, to make sure you're not a danger to her. (Ironically, meeting an escort for sex is a crime in itself.) You're trusted to be STD-free or at least asymptomatic, although protection is used at all times. Despite that being done on the honor system, consequences for breaking the honor system are very severe. Escorts all talk to each other, which means you'll be blacklisted among all decent escorts around the US (the only kind I have sex with). New precautions started during the Covid scamdemic. Most escorts tell you not to see her if you have symptoms, although they don't make you get tested outright. As a client, you simply have to trust her to be Covid-free as well. That said, most escorts are young, healthy, and low-risk, and I'm vaccinated.
So to answer your question, it's better to just have a gathering of low-risk like-minded people, issue "attend at your own risk" warnings, and let the Hookup Games begin! With everyone starved for in-person company and human touch, they will take it out on each other.
Like the Lake of the Ozarks boating party or the Sturgis motorcycle rally.

It might be a matter of age. I have to assume you're physically attractive for a man your age, and more women near your age are at a stage in life at which having casual sex with an attractive, unattached man is far more appealing than it may have been 10 years ago when they were probably still in the middle of their first really serious adult relationship and perhaps more attached to the idea that sex has to be an expression of one's feelings for another person.
Of course, if you're going to tell me the average age of these women is 19-23 then that blows my theory all to hell.
I wouldn't be surprised, people's attraction perks in times of war that's why they need anxiety in the relationship if they've become bored.
Trump kills a whole nation and the neighboring countries, people must feel the pressure.

Breathing barriers, here in pharmacies and some stores there are transparent [keyword, for glory holes where you want to have interaction with more than the peepee] plastic separators but they're huge, it's like a wall separating them from germs.
I haven't researched but usually contact with fluids would infect someone so need condoms non latex eccist.
Hmmm no kissing, spray the condom with condom disinfectant [it doesn't exist] after the partner puts it on or byoc. Or make them disinfect their hands [transparent gloryhole separator is required for this purpose also, so you make sure they clean their hands well]
