It strikes me as being a mountain of hype containing a molehill of science. Twenty earthlike planets exist within some arbitrary distince limit that doesnt even makes sense as a limit. Its like me giving you 29 lottery tickets and telling you that "here are 29 chances to win the million dollar jackpot".

And unless these planets have creatures who can fly through interstellar space to actually visit earth how in the heck could they have been "observing us" for "thousands of years"? If they are confined to their planet then the only way they could "observe" us earthlings is via our radio and TV broadcasts. Which means they could only have been observing us for the last 100 years. Or more accurately - the last hundred years minus the star's distance from us in lightyears.
