In my country there are regulations on what you can name your children. For instance, when a Turkish family wanted to name their son Musa, it was not allowed, because the name would be too burdensome for the child. Why? Because even thought the name is Turkish, in my country "musa" means "the mouse".
I dont think it's bad thing that too weird names and names that will likely make the child a target are forbidden. If it was something an adult decided to make their official name, that would be another matter entirely, they're adult and can make that decision for themselves. But a child shouldn't be made to endure sucha thing.
