Climate change won't be solved until China cuts emissions, Australian PM argues.

Prime Minister Scott Morrison says China must cut its carbon emissions if the dire predictions contained in the latest global climate change report are to be avoided.

Responding to the release of the International Panel on Climate Change (IPCC) report, Mr Morrison pointed out China’s mammoth carbon footprint and the problem it poses to tackling climate change.

"We cannot ignore the fact that the developing world accounts for two thirds of global emissions and those emissions are rising," he said during a press conference on Tuesday.

"That is a stark fact! It is also a clear fact that China's emissions account for more than the OECD combined.
