The problem with IPCC targets is they are based on pledges which are essentially non-binding and even if China and Russia signed up there is sufficient ground to offset the targets using carbon accounting to "cook" the books.

What is disappointing is that belligerence to do nothing (like our mutual friend Scomo) cements our path to oblivion within 40-50 years.
