Environmental restrictions won't work if the demands are made of only developed Western nations, as they almost always are. If you can't get China, India, and Russia on board, and you almost certainly can't, then they are useless.

Sure it's happening but if the whole world isn't on board with a reasonable solution then there isn't one.

It's kind of like being on a sinking ship where some countries are bailing out water and plugging holes to keep the ship afloat while India, China, Russia and the US are making more holes to allow water back in.
