Is the best backup solution 2x external HDDs?

2x with the same data on both with the probability one will fail.

& avoiding all cloud storage.

Normally recommended setup is two local copies and a remote backup. Two drives in the same location still have a chance to be damaged or stolen at the same time. If you feel paranoid about cloud storage, you can backup encrypted disk image or encrypted FS raw data.

I run six external backup drives with multiple flash drives as secondaries for the really important stuff.

BTW, I, my cousin and couple our friends have Syncthing running on our computers, we store data at each others external drives as remote backups instead of paying for cloud storage.
