Lots of people have been working towards that goal for ages, it's not as though restructuring society is a goal that can be implemented overnight even if absolutely ideal situations for that to occur existed. Further, we've seen both how terrible things need to be prior to a radical approach being adopted and the human costs associated so it would be preferable for reforms to be implemented that keep social stresses from approaching that point.

Utopia isn't going to be the long-term outcome of any amount of reforms and it's foolish to approach like that's a viable goal. As much as there's lots of economists and social theorists who have valuable ideas none of them have a guidebook to what the future ought to look like because none of them got to examine the future up close. With that in mind whether it occurs through gradually reforming liberal democracy or through a more radical process socialist democracy couldn't be a static thing, it would need to be constantly changing in response to the issues it encounters (just like liberal democracies must).

With that said, one can't just make it happen, one can advocate for it, one can involve oneself with political parties if one believes the ballot box is a viable path, one can become involved with labour if one believes organized labour is a viable path and beyond that one can try to support entities that operate on agreeable principles but it's simply not a goal that one could impose unilaterally even with a magic wand.

See the new Matrix movie if you haven't already. It's mostly nostalgia for the original trilogy but it contains an excellent point on its own, namely how the program now in charge of the Matrix keeps it running.

The Architect and the Oracle did it by giving people a choice on the subconscious level. After Neo won the first war this wasn't an option and more and more humans got out of the pods. This caused a civil war among the machines. The victors put a new program in charge of the Matrix and his way of controlling it is simple and effective. Treat everyone like crap. The worse you treat them the more energy they make and the less likely they are to escape, being too worried about losing what they have.
