My mom said, “Oh my god, you’re so special needs.” To me the other day because I didn’t want to get too much food if she was paying and asked if it’d be okay, and told her I’d pay her back. I’m wondering if this is an insult to those with special needs, or an insult to me, or both? I’m not sure if she actually thinks this of me or if this is just something she says to someone she thinks is being “dumb”. I’m really confused by it.

It seems to me that you were being considerate. Unless special needs means 'considerate' in this case, I have no idea why she'd say that. Yeah, it makes no sense to me. I'm at a loss here. Sorry.

Your mother sounds like some ditzy college student who has Valley Girl tendencies…..very unbefitting her age.

Sounds to me like your mother was frustrated with you, and used the term to mean "stop being difficult", or similar.
