Picking just two is difficult. There are reasons all are to be commended.

Don't know who most of these are, as I'm only familiar with the series from the late 1960s to the mid-1970s. I voted for Jon Pertwee, who was at least passable in the role. What made his era memorable though were Katy Manning as his assistant 'Jo Grant', and Roger Delgado as the original Master.
