If a toilet leak water from the top of the toilet, is that called the toilet is running? And what it’s mean when the toilet makes noise?

A running toilet is when it keeps making noise and you can see water running through the bowl.

Ive never heard of a toilet running in Canada, but when they make noise it is usually the plug at the bottom of the tank not doing its job - usually its just off its hole a bit.

Yes, all of the above are correct.

But if it's leaking water from the top (the tank) OUT ONTO THE FLOOR instead of running water into the bowl, then you have a more serious problem that needs attention before you have serious water damage to your floor and the ceiling below. etc.

If it's just the flapper stuck open a little and water is running into the bowl and you can hear water constantly trickling from the tank vs. filling up and stopping, all you have to do is remove the tank cover and jiggle the float/float arm or chain attached to the flapper until the round rubber flapper covers the hole properly, seals the bottom of the tank and it starts filling up until the float switch turns it off like after every normal flush.

There should be a service line below the tank with a valve that can be turned off in case of an overflow.
Sinks, showers and baths should all have them and it’s good know where they are located just in case.

I wonder what would be worse if it was running and you had to run after and catch it, your toilet or your refrigerator?

The fridge might be harder to catch because it's much bigger and heavier, but then again it might run slower.

If you had to catch a toilet, it might get its water all over you. Or worse.

I’m getting a new toilet, the cover seat broke. Will I have to pay for it? Will the water stop running now?

If it’s an entirely new toilet, you shouldn’t have to pay for it. Landlord’s are responsible for replacing worn out fixtures.

If it’s just the seat cover getting replaced, it should still be the landlord’s expense but Sometimes tenants pay for these things depending on how it broke and what their rent price and relationship with their landlord is.

But in general, toilets, appliances like fridge stove dishwasher washer/dryer etc, they’re all owned by the landlord and it’s their responsibility to replace them as needed at their expense.
