Should NASA Broadcast a Message to the Universe?

Imagine being a member of some remote Siberian tribe in the 1700s. You may not even know who/what the czar is, even if you're technically under his rule. And you don't have to worry about the French, or the British, or the Prussians or whatever invading you, as they're thousands of miles away. To you, life would go on like normal.
It's possible we're in a remote area of space that's under the jurisdiction of one alien superpower. They haven't bothered with us yet. Maybe they're busy fighting wars far away on their borders. We're so deep into this remote territory under their control, that other advanced aliens are barred from getting to us. Hence, we're just a primitive tribe unaware of the "space country" we're living in and what's out there.

There is such a tribe called the Sentinelese on the Andaman islands. They are ruled by India but since the Indian government forbade outisiders from ever entering their island they are completely oblivious to the outside world and live as they have done for thousands of years. They are fortunate to be the one of the few people left on earth who don't have access to the internet.

Yes, I know. But I think you missed the point I was making.
But let's use that example. There have been occasional violations of their protected status when people try to contact them illegally. It usually ends poorly. And they probably see ships passing by and airplanes flying overhead from time-to-time. Who knows what they think about them. But since the power that rules them leaves them be, they can continue to exist as they do.
When people ask why more advanced aliens haven't contacted us yet, it's possible we have some protective status and are unaware of whatever politics these more advanced beings have regarding space territory. When we see the occasional UFO flying overhead, we can only speculate what it means, as when the Andaman Islanders see an airplane.

Hopefully christian nutters have been blocked from further contact with these people, They are literally a living time machine harking back 30-50,000 years.
The Andamese see Indian fishing boats as well. They are aware of the existence of outsiders (unlike UFOs) but see them from a distance. They are very hostile to outsiders.
A more interesting interaction is the cargo cult in Papua New Guinea. A cargo cult is an indigenist millenarian belief system, in which adherents perform rituals which they believe will cause a more technologically advanced society to deliver goods. These cults were first described in Melanesia in the wake of first contact with allied military forces during the Second World War.
Among the deities they worshipped was a B52 bomber (I suspect George Lucas used this example to why the ewoks started worshipping the droid C3PO

Something kinda like thats been my theory for a long time. That our part of the Galaxy is ruled by a VAST interstellar empire ruled by beings from another solar system. And that our solar system is like a game preserve in one little corner of this empire (like Yellowstone is a small part of the USA, or the Gombe Stream preserve -made famous by Jane Goodall- is part of Rwanda). The aliens who visit in saucers are the park rangers who manage this place for the empire. And these folks you hear about who get abducted, and get abducted again and again...are like salmon, or birds, that park rangers capture, and then "tag", and then release "back into the wild", so they can keep tabs on us (our migration patterns, mating, etc).

Actually the Picard series (the latest instalment of the adventures of the retired star trek captain Jean Luc Picard) throws up an interesting scenario.
The universe is actually controlled by an sentient artificial intelligence and they seed new planets with biological life in order for those biological life-forms (e.g. humans) to create artificial life which invariably take over and start the cycle again.
