What cell-phone makers offer cell-phones the option to be powered only by ac/dc, 12 volt adapters - that is cell phones powered without batteries?

None. A cell phone is meant to be portable, not having a battery makes no sense at all. Plus modern SOCs runs at very low voltage, in fact most phones (not saying all but... All) use 3.7V volt batteries. Powering them at 12V wouldn't be very practical. With some fast charging technology they do use 12V but only for charging.
In the past I've taken out the battery of a cheap tablet, put a charger directly on both battery cables and it kinda worked, today with more complexities designs... It's all trying I guess

You WANT a cell phone powered by - a plug from a wall outlet?

You would prefer to bother the clerks at the Walmart you shop at about "where is the nearest wall socket I can use?" than to just use a battery operated cell phone?

I don't know what you want with AC/DC current. I cut the plug off one of THESE and hooked up the wires directly to the terminals of a 12v leisure battery. An inverter with USB is another possibility but less efficient.

Given that cellphones have an electronic memory which needs to be retained, and that usually requires power, a cellphone with no battery would be an odd thing. Even the "ya gotta plug it in to the wall outlet to use it" PCs I have, and have had, have a small battery in them for the maintenance of critical things in their memory.

First of all, it might be helpful to draw parallels to 1990s TECH. - that is portable CD players came with options for battery power, or ac/dc, 12volt plug-in adapters.

With portable CD players, the CD player motors would wear-down the batteries in a short time - hence at the time keeping ac/dc, 12volt plug-in adapters handy was a must.

Batteries both 20th and 21st century batteries take time to recharge.

Today's smart-phone, cell-phone batteries can often wear-out - hence, again, the experiences that 1990s (and before) TECH. taught us - that is keeping ac/dc, 12volt plug-in adapters handy.

Mobility has become very valued - yet, motor vehicle power sources can be a very good fallback if wall-voltage powered adapters are not practical.

All cell phones i have ever used can be powered by the 12 outlet in my car. Also every cell phone i have ever used could be powered by a AC/DC adapter using household current. Right now i am using an old iPhone 8 with a usb cord I bought at the drug store and a AC/DC converter supplying the voltage and current.

This cord works with iPhone and many other phones to plug in to a USB socket

This converts wall power to 12 volts

And this is a 12 volt to USB

With the three you should be able to power just about any phone

The ac/dc adapter used to charge my cell-phone can only charge batteries; that is, the adapter cannot substitute for battery power.

I get it - some phones cannot be used while charging. My iPhone 8 can be used while being plugged in and will charge too. If you never unplug it it never runs the battery down. My old Palm Trio worked that way too.

USB provides both data and power.

I have a portable drill that only works on battery you have to take the battery out to charge it. The battery took forever to charge and would ware down quickly. I got a plug in drill so i don’t have to wait for it to charge. I guess some phones are like that.

Old house phones used to have 4 copper conductor wire: two for voice and two for power. Newer ones can pull power from the voice wires - they use chips for the ringer and leds to light up the buttons - all low power - the old mechanical bell / ringer used to take a lot of power.

Some house phones can use cellular signals and even switch back and forth with the land-lines.
I volunteer at a women’s shelter where they used to have plugin cellular to landline-type-phone converters - so they used the regular phones but the boxes sent the voice over cellular. It cost less than getting landline service - they got a special discount.

That would work in a car - you would just need the right power converter.

It used to be all cellular phones needed to be installed in a car - they were called Car phones - they weren’t portable. You see them in old movies and tv shows.
