How hard can it be to plug a hole?
In and of itself plugging a hole can range from ain't no big thing to a major industrial undertaking.
Plugging a hole in a water tower holding a large amount of clean potable water while not contaminating the tower tank probably falls somewhere in the upper middle range of the above.
