You're certainly right there - The United States is currently considered a "Flawed democracy"... And appears to have been on a downward trajectory since at least 2008.

I have no idea, and wasn't passing judgement on them (or any other years, for that matter).
I was referring to the results shown, which has 2006 (the first year of these) and 2008 both showing as 8.22, then slowly decreasing over time to the 7.85 that it received last year.
For reference, given it appears that you hadn't bothered to look at the link before jumping in, in order to try and work out what may have caused the drop:

You would need to look up the reports from those years to compare them and so determine "what was so bad" about them - It could simply be that the studies started at an artificial "high point" (or part-way on a return from one) and so was coincidentally on an inevitable return to the "average" position, for example, with nothing specificaly related to the government of the time causing it.
