Not the extreme tiny arms that T-rex had.
The plant eating duckbills and hydrosaurs were bipedal, but had almost human proportioned moderately large arms.
And ofcourse raptors had hug sickle like claws on powerful arms.
The dinosaurs that founded the lineage that led to birds were also bipedal, but were tree climbers with long arms. Indeed modern living birds can labeled 'long armed dinosaurs' (their arms being their wings).

The Huff Post made it sound like that the paleontologists discovered a short-armed species which is untrue as dinosaurs with short arms were already known.
The article should be Scientists discover a new species with really short arms

It IS a rather inane article.
Yes...they shoulda said "they discovered ANOTHER one of them dinosaurs with funny tiny arms".
And they dont state any way in which the discovery is important. Just more of the same. There is one more T-Rex cousin known now. Its not even a record setter in size.

A lot of species classification of dinosaurs is based on purely on bone structure which is never going to be accurate.
Many theories. I lean towards the idea that T-Rex just learned to use his head. Literally. USE his head as the main tool and weapon to rip up and devour prey. His head got bigger, and arms just got smaller.
