Perhaps the OP has OCD or ADD/ADHD that is being triggered by the guy's behavior. The OP may be bothered by others not following the rules or the guy getting up & asking someone else too is distracting for the OP :? I could be quite wrong about this but that's my stab in the dark guess based on such little info.
