Who are you, or I, or anyone to determine how she explores or expresses her gender identity? Prosthetics could just be to test the waters on size and shape, how she feels, how her partner(s) feel about them, how others react to her new look etc. There's no rule book on being trans that says if you're a trans woman you can either stuff a bra or get whatever size implants Nades deems acceptable but no-go on the prosethetics.

The trans women I know personally have more regular sized breasts. The trans guys I know with prosthetic penises have normal size ranged ones. But there's no requirement by any law or employer that dictates the size of one's breasts or penis, natural, implants, or prosthetics. While she's chosen something at the larger end of prosthetics - it's her personal choice to make.

But you're missing the point. The issue is why is a school allowing a teacher to wear what is clearly designed to be a sex toy while teaching their kids. This isn't the 1800's where you have to buy everything you use from the approved company store.
Whether she bought them from a sex shop, on amazon.com, or from a medical prosethetic company of some sort isn't any concern of their employers.
Also, you have no idea what her budget is. Employers should judge for employees wearing fetish gear thats clearly visible. The fact clothes are worn over them doesn't detract from the fact they're being worn with the intention is to make them as conspicuous as possible by being grossly oversized. We should always undress people with our eyes if they're wearing ridiculous attire. It's obvious the prosthetics are purely sexual.
