I'm guessing these are American pitbulls? A mass attack like this is unheard of?

According to the article, the dogs were pit bull mixes.

Also, according to the article, there were only two dogs -- hardly a "mass attack".  It is not unusually for strays of any kind to wander onto a playground and bit kids.  What is unusual is for the media to cover it.

I never heard of that many injuries happening before.Most were hurt trying to get away.

Dogs are by definition predators and I think a lot of people lose sight of that because of the scale of what I'll call 'pet culture'.

This.

They may have abusing the dogs - for sporting fights.

At least the owner had the decency to voluntarily surrender the dogs to authorities.

Am reminded of that case some years ago about the rottweiler that escaped and killed that woman trying to get into her own house. The owners were so depravedly indifferent that they blamed the victim.

Here in Australia a lot of pitbull owners use their dogs in illegal fights or train them for hunting.
