"Civilized" society cares more about profit than quality of human life. For instance we are in a civilization where random people are forced to go to war with outdated equipment because their commanding officers were greedy. And using loud noises to keep people awake at night is viewed as a valid war tactic even though it should be banned by the Geneva convention.

It is related to the topic at hand, about noise pollution and a comment about how some forms of authority do not care about human quality of life.

None of which has anything to do with members seeking help on addressing the antisocial behavior and noise pollution caused by neighbors of their apartments.

You are thinking short term and not long term. Making nocturnal bombardment a warcrime will raise the bar and social awareness to the point where society will demand more soundproofing from engineers.
