It is part of the money-making scheme. If they told you that all that you had to do was to believe in Jesus to get into Heaven, then why bother tithing? If they can convince you that tithing will yield you bigger rewards in the afterlife, then you'll be more likely to part joyfully with your dough.
The biblical justifications are quite tenuous. So, it is only the evangelicals who will push this.

What's so terrible about a bit of whoring after the heathen? The Sovereign Lord doesn't seem like a pleasant guy at all.
