Why?
Don't get me wrong, I understand that Xi Jinping doesn't like being compared to Winnie-the-Pooh... but what is "sending a balloon over China" going to actually do?

They would spend much less money than the cost of constructing it. Assuming they even bothered to shoot it down at all - most likely they'd just let it come down naturally.
I'm not sure I buy the "get on his nerves" argument either. Surely there are more effective ways to annoy him than that?

Why not just make a giant balloon of Xi himself...waving down from the sky to his people. But also attach loudspeakers blaring a Chinese translation of the opening song of "Here Comes Love" (the1963 musical version of 'Miracle on 34th Street")?
The song being "the Big Clown Balloons".
On an endless tape loop...while it drifts across China.
When I heard it on the radio in the sixties even my grade school age self thought that someone singing a love song to "the big KAH..lown balloons" at the Macy's parade was the most ret*d thing I had ever heard.
This amateur troupe is the only version I could find on Utube. Their klutzy rendition actually conceals the true...full cheesy awfulness of the song. But thats beside the point. The point is making Xi's image into a 'clown balloon'.
That will fix his wagon!
Of course Xi might flip out, and start WWIII. But it would be worth it...just to upset him!
