In theory yes, in actuality, none of the smartest minds in the US have come up with valid explanation and now they are keeping quiet about it as if pretending it never happened.

1. Like Jersey, it's estimated thousands of people in Washington witnessed the event
2. The extremely high numbers of UFO reports in 1952 disturbed both the Air Force and the Central Intelligence Agency (CIA) because the public lost trust their government could defend the capitol from an actual invasion
3. Gerald Haines, in his 1997 history of the CIA's involvement with UFOs, also mentions Truman's concern. "A massive buildup of sightings over the United States in 1952, especially in July, alarmed the Truman administration.
4. Truman set up the Robertson Panel to investigate and in the panel's controversial estimate, both the Air Force and their Project Blue Book (set up to investigate UFOs) needed to spend less time analyzing and studying UFO reports and more time publicly debunking them (their words and why I created these posts).
5. the head of the airforce, General Ruppelt came up with a story to placate the truman administration that the incident was due to a temperature inversion. this story was completely dismissed by all of the radar operators on whose reports triggered jets to be flown to chase the objects down who clearly saw actual objects. Former radar controller Howard Cocklin told the Washington Post in 2002 that he was still convinced that he saw an object, stating that "I saw it on the [radar] screen and out the window" over Washington National Airport.
General Ruppelt himself was interviewed in 1959 and later admitted on the public record that he was wrong and there were solid objects people saw in 1952. this admission should have triggered a major investigation but it didn't because 7 years had passed and the public had largely forgotten the event, the US was in the midst of fear about the Soviets taking over space and nuclear warfare.

Notice I never mentioned "magical extraterrestrials" or "aliens" in any of the text I posted.
