That's sorta half right. Orignally the Federal Parliment was going to be in either Sydney or Melbourne, the two most important/biggest/etc cities at the time (arguably they still are). But the issue could not be resolved adequately without one side feeling snubbed. So the city of Canberra was created, sorta half-way between Melbourne and Sydney. This became the seat of federal power.
I believe the ACT was created later for the reasons you state.
