This is a program called busybox, that runs on linux/unix systems. It looks like it anyway. But what you have posted is only the machine code, and not the source code for the program so its difficult to tell.

Gibberish is offten best interpreted when taken in context...

A little more information on it's source, and perhaps why you need it, would be helpful.
