HIV will only be close to being eliminated when everyone starts using sexual protection. But even then there will be from time to time someone who gets it through blood transfusions.

I'm sceptical about this. There are far too many people infected to take on a project of this scale. It will cost a heck of a lot of money to make drugs to treat every HIV/AIDS sufferer and, as the report says, the oldest drugs are only about a dozen years old and they come with nasty side effects, including heart attacks and liver failure. Plus you cannot control human behaviour. If people are going to have sex despite knowing the risks, then they will do it. There is also the unfortunate incidences (particularly in Africa) of women and children being raped by men who have HIV/AIDS. If it works and I get proven wrong then that's great. But I am not convinced at all, although it's a nice idea.

While a cure or vaccine for AIDS is a distinct possibility, there is no guarranty that one will be developed within the next 10, 20, 0or even 30 years.

The problem is that with the idea of a vaccine is that many jobs will require you to have it. A person who doesn't engage in the high-risk activities associated with HIV would have more of a chance of getting the disease from the vaccine than catching it in the real world.
