The Most Serene Republic of San Marino is close of being perfect: They did not loose a war or even a single battle since more than 500 years, have some of the highest standards of living worldwide, do work since 1600 with the same democratic constitution, and is so big that they need two heads of state ("Capitani Reggenti") which are even sharing this job so overworked they need to get replace twice a year:
