Before I left my last job i got a call from work programme who were supporting me while I was in employment. More to the point while I was having a phone conversation with them I mentioned "my boss said it is not a reflection on me that we are not keeping you on"

When I said that the lady from work programme sounded very concerned over the phone even saying "oh no"

How come she sounded worried when I mention what my boss told me?

She was probably disappointed that you aren't being kept on. I would imagine she was concerned about how you might feel about it, so she was making it clear that she was commiserating with you. Some people feel worse when they think no one else feels bad when something bad happens to them. She wanted to show that she feels bad for you.
