Maybe it's hexadecimal. Ignoring the V and changing the O to a 0, we get #C0FEFE, which in html color codes makes a very light blue, like a baby blue. So maybe he's calling the press babies.

Also FEFE could be a corruption of PEPE, the significance of which is well-documented and needn't be elaborated on here.

I think it's something to keep the Left busy and off the Witch hunt they've been on since the election. I saw what he tweeted and haven't thought about it since.
