I will not be surprised if he is on a FBI watch list. His father has mentioned that he is a "radicalized" Muslim to news outlets

That's what I was thinking, I mean it's possible that someone would have a friend with guns and vests nearby who they called when pissed off and things got out of control, but those things, a female accomplice, and pipe bombs? My question is the choice of target, I mean if this is straight up terrorism, why the hell would they go after a small local government event and not, say, a mall or a school?

My speculation is that they thought they could get away and possibly commit more attacks like what happened in France. It's a pretty large state-run facility for social services, they lived nearby and probably thought it was a soft target. These seem like terrorists of the "homegrown" variety rather than some foreign sleeper cell.

Even so, it's an odd choice, if this actually is a terrorist attack and not some sort of long simmering grievance; I'd really think that even a self radicalized terrorist would attack more of a symbolic target or one with a higher potential body count, a health department Christmas party is just strange.

Arab Muslims. Groups like Hamas, Hezbollah,ISIS,IRGC, and Al Queda. These groups have committed terroristic acts and are arab muslims. The IRGC funds Hezbollah and Hamas. ISIS is funded by the billions of dollars in plundered oil. Al Queda is funded by various groups.
