How do I post a avatar that satisfies that requirements?

This website won't accept any of my avatars. It needs a 16 kb picture. I don't have any pictures less than 16b kb and whatever mps they want. How do I convert my photos to satisfy WP's requirements?

130 pixels wide, 160 pixels tall. Save it in JPG format and it should be small enough. I make tons of 'em. ;)

It was hard for me also but I managed by saving the image as a .jpg file after getting the Dimensions.
