yes the one you showed is highly unlikely because bridge builders are a cut above ordinary construction workers and they would have seen the problem long before it got to that stage.
the one i showed is plausible because in russia (for example) each contractor works from an architects plan, and they do not question it if it looks wrong. they just want to get paid for the job.
the architects are obviously rather drunk at the time of many of these bungles.

the only benefit i can see from this bungle is that it looks like a middle eastern building.
it seems to offer a high point for isis fighters to run up to to defend from attacks.
if they all run madly up the stairs, then they will knock themselves out (when their heads hit the top of the first flight) and fall sideways off to the ground.
once all the isis fighters in that location have been knocked out, they can just be bulldozed into the back of a truck and taken away.
