Depends on the person and the case. If they seem like they're more prudish/conservative when it comes to sexuality, it's probably best to keep your eyes away from there period. If her outfit screams 'look at me' around the chest area, then a glance won't hurt, as long as you don't stare.

Then again, I've never understood the point with obsessing about a single body part. When I'm admiring somebody, I tend to look at everything.

If it's too difficult to look someone in the eyes, you should be able to find something on their head you can focus on. If you're looking to flirt the neck and lips are a great spot. If you're just being friendly, or want to get through the conversation, the nose/forehead can work for that.

As a girl, I think it's a major turn off. My mom would be livid if a guy stared at me like that and I tolerated it.

Just a 2 second...glance just look for 2 seconds. Make sure though that she is not paying attention to you. DO NOT glance at her while you are talking to her. At least don't do that if she's a girl like me. I tend to notice everything during a conversation.

You can look anywhere except my breasts.

Seriously, you can look at my surface piercing or lower obliques instead of my face, that's okay, I don't feel violated....

But breasts...there is something very, very dehumanizing about them.

Maybe because I live in a culture where women too often get seen as just breasts. If I lived in a society where, say, noses were seen as sexy and women were fetishized for their noses, I'd probably be oversensitive about my nose instead, and get annoyed if I thought people were looking at it.
