I replaced my burnt out 29" monitor with the LG 34UM65 .. a 34" IPS ultrawide screen monitor.

It's great.. lovely. Runs wonderful at its native 2560x1080 @ 60hz 32 bit.

But when I play videos on it that are not full screen the image seems like its skipping one frame nonstop..its not fluid but its not choppy either. Its very hard to describe. There is no audio desync or tearing. If I change the video to full screen it plays perfectly and smoothly.

Been changing every setting I can think of and nothing seems to work. Only thing I cannot try is increasing the refresh rate to the max of 75hz as the settings will not allow it.

I don't know if this could be something related to the widescreen/ultrawide screen.. or if its refresh rate/tesselation/ratio (already changed many settings for the last two and no luck)....

...any ideas?

Try a different video player program.

If you have it on DVI, try it on HDMI.
