So I am in a high school with an open classrooms structure (basically flimsy walls between most general classes in a big open area) and I can hear multiple classes at once. (When I am in Calculus I can hear a Geometry class, Statistics and other ones) This makes it extremely difficult to concentrate for someone like me so in previous years I have used extra time. Yet a counselor has hinted that I should not need extra time since I have high iq scores etc, etc, etc. Am I wrong for using extra time or should I try to focus more?

If you have that accommodation, it's yours if you need it. Your IQ shouldn't matter. It really should not matter. If you're in the US and in high school, psychologists are really more the ones involved with accommodations. The question I think would be whether you still use it. If you do then I think you should not worry what the counselor said. If you don't use the extra time, then you likely don't need it. But needing extra time isn't about IQ scores.
