I had to ask them again because they were silent for awhile. Now the other job already interviewed me over the phone and said he will talk me early next week if he wants to meet me in person. So if it hits like Thursday and I hear nothing, should I pester that guy?

Yes, but don't look at it like a pester bit a friendly reminder that you are still interested in the job.
Send an email thanking him for the phone interview and let him know you look forward to meeting him in person. If you hear nothing back than it is safe to assume that you were passed up.
