Please Explain The Thought Process Involved With Eye Contact

To me it's like shaking hands with a stranger who doesn't let go. I become increasingly anxious and start hoping for the moment I can break the "connection" and leave... a kind of feeling "trapped". It typically feels physically straining on the eyes, like looking at a bright light that I'm expected to maintain focus on. The strange part is this exercise is easier with some people and harder with others.
If I don't practice though, it gets tougher... just like maintaining muscle fitness. That's how it is for me.
