That tag is very unlikely to have been used before 2014 because it, along with many others, wasn't implemented at all.

But if someone had used it back then, it would have appeared in a post as you'd shown - until the forum software got updated, when it suddenly worked.

Pretty much like any other unimplemented BBCode tag, really: [texture=crinkly]Wut, not crinkly![/texture]
(except that one could only be implemented when everyone has haptic screens)
