How I Would Solve the Border Problem In The US

Anyone wanting to come into the US can with the following stipulations:
1. They are not eligible to draw benefits in the US until they have contributed at least $______to the general fund. I feel this could serve a number of purposes. buoy up social security by having more people contributing, they would not become a financial burden on american tax payers.
2. They have to have verifible employment lined up
3. They have to have a verifible place to live
4. The "ball" would then be in the country they are leaving to up their game and make their country a place where people don't want to leave.
5. People should not be punished for wanting to better themselves.
6. It would free up some of the border patrol
