Actually anime just means animation and it is the japanese word for any sort of animated show. We westerners just improperly apply it to mean japanese animation.
In the true defintion, bugs bunny is anime. But in the western definition it is not. |

Well we do need an army and a police force.
And we'll need names for them, and of course we need a government.
And we need a stance on state approved religion...my opinion if that we should be an atheistic government and make atheism the state irreligion. But we wouldn't penalize religion. |

We could get a bunch of money and hire cheap labour from some remote part of the world. And then build the gleaming spires of our city straight up into the sky.
Anyways, we could make our food by fishing and gardening. |

We'd need healthcare, and fire services, and support infrastructure. |
