I'd raise it as a problem BUT give solutions you can live with, then ask him to choose. e.g. get another (quieter) fan, let you set up a "you only room" where you can escape the fan, get a cool pack etc. Then have a consequence you are ready to follow through with if no choice is made. Giv...
